Thousands of years ago, the dragon tribe made a big contribution in the war. Because of this, they don't pay taxes.[1]

Arc metal and Dragon People are closely related and even considered synonymous. Only Dragon People can handle arcs. The rule is that only one can be made each year through a ritual.
